A native of Detroit, Captain Michael Graham was commissioned in 1984 through the NROTC program at the University of Kansas, graduating with a degree in aerospace engineering.
Graham's at-sea assignments include: precommissioning Electronic Readiness Officer and Combat Information Center Officer on USS Carr (FFG 52); Combat Systems Officer on USS Rentz (FFG 46); precommissioning Combat Systems Officer on USS Hue City (CG 66), where he was recognized as the Atlantic Fleet Ship Handler of the Year; Executive Officer on USS Barry (DDG 52) when the ship was awarded two Battle Efficiency Awards and the Battenberg Cup, naming Barry as the best ship in the U.S. Atlantic Fleet; Surface Operations Officer for Commander, Cruiser Destroyer Group One (Constellation Strike Group); Commanding Officer of USS Laboon (DDG 58) when the ship was awarded the Battle Efficiency Award and two consecutive Golden Anchor retention excellence awards; and Operations Officer and Information Warfare Commander for Commander, Carrier Strike Group Ten (USS Harry S. Truman (CVN 75) and USS George Washington (CVN 73) Strike Group).
Ashore, Graham served as the Aegis Tactics Officer at Surface Warfare Development Group; Force Strike Officer at Commander, Naval Surface Force, U.S. Atlantic Fleet; U.S. Northern Command Liaison Officer to Commander, U.S. Fleet Forces Command; Commander, Military Sealift Command Atlantic; Chief of Staff, Naval Surface Force, U.S. Atlantic Fleet; and Chief of Staff, Military Sealift Command Norfolk.
Graham completed an individual augmentation assignment to the Joint Special Operations Command, Campaign Support Group, serving as the senior Naval strategist and Central Command team leader during Operation Enduring Freedom – Afghanistan. He also served as the Operations Officer for the Joint Force Maritime Component Commander Katrina and Rita during initial hurricane relief efforts.
He is a graduate of the Air Force Command and Staff College and holds a master’s degree in management from Troy State University and a master’s degree in public administration (national resource strategy) from the Industrial College of the Armed Forces.
Graham's personal awards include the Defense Superior Service Medal, Legion of Merit (two awards), Defense Meritorious Service Medal, Meritorious Service Medal (five awards) and various other unit and campaign awards.
