Lt. Cmdr. Smith is a native of Washington State and enlisted in the Navy via the Delayed Entry Program in October 1983. He began active duty service in August 1984 following graduation from West Valley High School in Spokane, Wash. After Boot Camp and Machinist Mate "A" School at the Naval Training Center, Great Lakes, Ill., Lt. Cmdr. Smith attended the Naval Nuclear Power School in Orlando, Fla. Upon completion he was ordered to the Nuclear Power Training Unit at Idaho Falls, Idaho.

In June of 1986 Lt. Cmdr. Smith received a Naval Reserve Officer Training Corps scholarship and began study at the University of Idaho in Moscow, Idaho. He graduated and was commissioned in May 1990 after earning a Bachelor of Technology Degree in Industrial Technology.

Lt. Cmdr. Smith began his commissioned service as a Student Naval Flight Officer, but changed his designator to General Unrestricted Line Officer in December 1991.

From December 1991 until April 1995, Lt. Cmdr. Smith served as the Law Enforcement and Physical Security Officer for Naval Air Station Kingsville, Texas. He was next assigned as a student at the Naval Postgraduate School in Monterey, Calif., from June 1995 to March 1997 where he earned a Master of Science Degree in Management with a subspecialty in Transportation Management. From April 1997 until June 2001 Lt. Cmdr. Smith was the Assistant Officer in Charge and then Officer in Charge of Naval Support Facility, Kamiseya, Japan.

Lt. Cmdr. Smith was assigned to the staff of the Chief of Naval Operations Ashore Readiness Division, OPNAV N46, where he served as an Action Officer within the Command and Staff and Public Safety Branches from July 2001 to June 2003. In July 2003, he became Commanding Officer, Military Sealift Office Beaumont, Texas. In 2004 the office was renamed Military Sealift Command Atlantic Office Beaumont.

Lt. Cmdr. Smith's personal awards include the Navy and Marine Corps Commendation Medal and the Military Outstanding Volunteer Service Medal.
